Heater ideas for 37oC uniform heat

I have a 35mm diameter cell culture well and the liquid solution needs to have unifrom 37oC temperature throughout the solution.

    Constraints
The top and bottom of the well need to be translucent.
Less than 1oC difference throughout solution.
Biologically inert heaters and heat sensors.
Fit within a limited space, (35mm diameter, 15mm height)

What kind of heaters, heat controllers, and heat sensors would be best for this temperature?
